Delaware Solvent Cleaning Process Regulations and Conversion

In 2021, the Delaware Department of Natural Resources and Environmental Control (DNREC) revised its regulations regarding solvent cleaning processes and industrial cleaning solvents. Under DE. Admin. Code 1124, “Control of Volatile Organic Compound Emissions” and “Solvent Cleaning and Drying”, the DNREC has established a reduced volatile organic compound (VOC) requirements concerning the use of certain cleaning products and processes. VOCs are gases that are emitted into the air from certain processes or products, such as solvents, fuels, aerosol sprays, and more.

Under these new regulations, the DNREC restricts the use of cleaning and degreasing chemistries with a VOC content greater than 25g/l. The deadline for generators to be compliant with this revised rule is Aug. 11, 2022.
